The 25th volume, second issue of the Jurnal LITIGASI examines the function of legislation in confronting the multifaceted challenges posed by modern social and economic transformations. It addresses such matters as regulatory shifts, the realisation of community entitlements, and ecological justice. In light of the intricate nuances of legal dynamics in state governance, social protection, and environmental obligations, the studies presented in this volume offer a comprehensive examination of potential solutions that could facilitate sustainable and inclusive development. The initial article in this volume examines the paradoxical roles of local officials as outlined in Law No. 23/2014, offering novel insights for enhancing local governance. Concurrently, an examination of the convergence of state administrative law, which pertains to the civil aspects of state administrative decisions, provides a crucial foundation for regulatory reform and clarity regarding the limits of authority at various levels of government. In the context of criminal law, this edition underscores the imperative of implementing restorative justice as an alternative approach to conflict resolution in the labor sector. In the context of environmental protection, the imperative of criminalizing the neglect of mining permits by corporations represents a pivotal topic, reflecting the protection of natural resources and the interests of the broader community. Further discussions examine the efficacy of law enforcement in addressing money politics practices in the context of elections with integrity, as well as the strategic role of state policies in achieving sustainable development goals. Furthermore, this volume addresses pivotal social concerns, including the safeguarding of children's rights in the context of divorce, the pursuit of justice for individuals with disabilities in the domain of education, and the provision of legal safeguards for digital bank customers in the context of data confidentiality. Additionally, the analysis of penal mediation for domestic violence cases based on Islamic law offers insights into the protection of victims' rights from an intercultural perspective. We encourage readers, both academic and practitioner, to delve more deeply into this journal edition. It is hoped that the discussion will encourage the development of legal studies and policies that are responsive, equitable, and contextual to the challenges of the current global era.
