Abstract

This study aims to describe the implementation of the regrouping policy in improving the quality of elementary school education at UPTD SD Negeri 122340 Jln. Sipirok. This study uses a qualitative method with an ethnographic type, with a sampling technique using purposive sampling, with the research location at UPTD SD Negeri 122340 Jln. Sipirok. The research informants are the elementary school elimination and merger team. Data collection uses documentary, observation, and interview methods. This study uses interview guidelines, observation guidelines, and document checklists or questionnaires. The data analysis technique uses inductive analysis, facts obtained in the field are constructed into concepts. Testing the validity of the data in this study uses triangulation of sources, methods, and theories. The results of the study show that: (1) the implementation of the elementary school regrouping policy begins with data collection on elementary schools which are then mapped based on priority scale by the school elimination and merger team, the mapping results become the basis for conducting socialization to schools to determine target schools for regrouping, then the regrouping proposal is submitted by the school based on the results of the decision during socialization through the UPT Dikbudpora Kecamatan, in the process of implementing school regrouping, a school elimination and merger team is formed consisting of teams at the district, sub-district and school levels, the school merger is carried out after the Regrouping Decree is issued by the mayor; During the waiting period for the decree, the team for eliminating and merging schools at the sub-district level makes arrangements for students, teachers, facilities, infrastructure, parent schools and school committees. Merging schools can be done by directly moving all school components to the parent school at the same time or by closing schools periodically. (2) monitoring is carried out in a non-formal incidental manner in an effort to ensure that the implementation of regrouping is in accordance with the objectives. The strategy used is to provide negative motivation for schools targeted for regrouping. (3) evaluation of the regrouping program shows the achievement of objectives, namely the fulfillment of minimum education service standards, budget efficiency, effectiveness of education delivery and an increase in the quality of education for regrouping schools, both in terms of academics and non-academically.
