JUST ENERGY TRANSITION PARTNERSHIP (JETP) SEBAGAI KATALIS INVESTASI HIJAU: IMPLIKASI BAGI PERTUMBUHAN EKONOMI INDONESIA

Just Energy Transition Partnership atau JETP merupakan skema kerja sama internasional yang dirancang untuk mempercepat dekarbonisasi sektor energi Indonesia melalui mobilisasi pembiayaan publik dan swasta, reformasi kebijakan, serta penerapan prinsip transisi berkeadilan. Artikel ini menganalisis peran JETP dalam mendorong investasi hijau dan implikasi awalnya terhadap pertumbuhan ekonomi nasional. Penelitian menggunakan metode kualitatif dengan pendekatan deskriptif-analitis. Data dikumpulkan melalui studi dokumen terhadap Comprehensive Investment and Policy Plan, laporan lembaga pemerintah dan organisasi internasional, publikasi institusi penelitian, serta literatur akademik mengenai transisi energi, keuangan hijau, dan pertumbuhan ekonomi. Data dianalisis melalui content analysis dan thematic analysis dengan memfokuskan pembahasan pada mobilisasi investasi,
mekanisme transmisi ekonomi, keadilan transisi, serta faktor penghambat domestik dan eksternal. Hasil penelitian menunjukkan bahwa JETP telah berfungsi sebagai sinyal kebijakan yang mengarahkan perhatian investor pada energi terbarukan, jaringan listrik, efisiensi energi, dan penghentian bertahap pembangkit batu bara. Namun, JETP belum dapat dikategorikan sebagai penggerak utama pertumbuhan ekonomi karena realisasi pendanaan dan kesiapan proyek masih terbatas. Kontribusinya terhadap pembentukan modal, lapangan kerja hijau, produktivitas, dan transformasi struktur ekonomi masih bersifat potensial dan jangka panjang. Efektivitas JETP dipengaruhi oleh kepastian regulasi, kapasitas kelembagaan, kualitas pembiayaan, kesiapan proyek, kondisi keuangan PLN, dinamika geopolitik energi, serta perlindungan terhadap pekerja dan masyarakat terdampak. Artikel ini menyimpulkan bahwa JETP berpotensi menjadi katalis pertumbuhan hijau apabila komitmen pembiayaan dapat diterjemahkan menjadi investasi produktif yang transparan, berkeadilan, dan terintegrasi dengan kebijakan pembangunan nasional.
