This study aims to improve the science and social studies (IPAS) learning outcomes of fourth-grade students at SD GMIM Peleloan through the implementation of the Problem Based Learning (PBL) model. The research was motivated by low student learning outcomes on the topic "Our Environment is Threatened" due to a lack of active student involvement in the learning process. This study is Classroom Action Research (CAR) conducted in two cycles, comprising planning, action, observation, and reflection stages. The subjects were 10 fourth-grade students at SD GMIM Peleloan. Data collection techniques included learning achievement tests and observation sheets for teacher and student activities. Data were analyzed by calculating the average score and the percentage of classical learning mastery. The results showed an increase in student learning outcomes. In cycle I, the average student score was 58.5% with a classical mastery rate of 40%. In cycle II, the average score increased to 84.1% with classical mastery reaching 100%, where all students achieved the Learning Objective Completion Criteria (KKTP). In addition, teacher and student activities during the learning process were categorized as very good. Based on these results, it can be concluded that the implementation of the Problem Based Learning (PBL) model is effective in improving the IPAS learning outcomes of fourth-grade students at SD GMIM Peleloan.
