DETERMINAN KEBERHASILAN IMPLEMENTASI ZONA INTEGRITAS MENUJU WILAYAH BEBAS DARI KORUPSI DAN WILAYAH BIROKRASI BERSIH DAN MELAYANI DI KANTOR IMIGRASI: TINJAUAN LITERATUR BERBASIS TEORI IMPLEMENTASI KEBIJAKAN EDWARDS III

The development of Integrity Zones (Zona Integritas/ZI) toward Corruption-Free Area (WBK) and Clean and Serving Bureaucracy Area (WBBM) status has been widely implemented across Immigration Offices in Indonesia, yet the degree of success varies between work units. This article aims to identify the determinant factors of successful ZI implementation at Immigration Offices through a review of published studies, analyzed using Edwards III's policy implementation theory encompassing the dimensions of Communication, Resources, Disposition, and Bureaucratic Structure. A narrative literature review method was employed on indexed articles discussing ZI implementation at Immigration Offices and other government agencies as comparators, published between 2019 and 2024. The review shows that the Disposition dimension particularly the commitment and sustained role of change agents consistently emerges as the most critical determinant across all studies reviewed, while the Resources and Communication dimensions are more frequently reported as major obstacles compared to Bureaucratic Structure. This article also finds that achieving WBK/WBBM status does not guarantee its sustainability, as maintaining the status requires continuous reinforcement of the Disposition dimension. These findings imply that Immigration Offices currently developing or planning to develop ZI should prioritize strengthening leadership commitment and regenerating change agents as a foundation for sustainability, rather than focusing solely on administrative document completeness.
