REINTEGRASI SOSIAL KLIEN PEMASYARAKATAN MELALUI PEMBERDAYAAN BERBASIS KOMUNITAS DI BAPAS KELAS II PURWOKERTO

Abstract

Social reintegration of correctional clients remains suboptimal, as reflected in high recidivism rates and the difficulty former offenders face in being accepted back into society. This condition is worsened by the imbalance between the caseload of Community Advisors (Pembimbing Kemasyarakatan) and the number of clients under their guidance, making individual supervision alone insufficient without active community involvement. This study aims to examine the implementation of community-based empowerment in supporting the social reintegration of correctional clients at Bapas Kelas II Purwokerto, as well as to identify its supporting and inhibiting factors. A qualitative case study approach was employed, located at Bapas Kelas II Purwokerto with Griya Abhipraya Kota Lama Banyumas as the program site. Data were collected through interviews, observation, and documentation review involving Community Advisors, the owner of the Community Care Group for Corrections (Pokmaslipas), correctional clients, and local community figures, then analyzed through data reduction, data display, and conclusion drawing. The findings show that collaboration between Bapas, Pokmaslipas, and the community through empowerment programs such as car and motorcycle washing businesses successfully builds clients' work capacity and self-confidence relatively quickly, while the reduction of social stigma proceeds more slowly and is strongly influenced by the type of offense previously committed. The success of this process is influenced by supporting factors such as family support, Community Advisor mentoring, and inclusive Pokmaslipas partnership, as well as inhibiting factors such as limited operational budgets and social stigma that has not fully faded. This study is expected to serve as a reference for developing more effective community-based empowerment models to support the social reintegration of correctional clients.
