Abstract

This study examines the implementation of the SiPerantau Program (Synergy of
Overseas Work Preparation through Language and Culture Training) as a
mechanism to strengthen the competence of prospective Indonesian migrant
workers (CPMI) at BP3MI West Sumatra. Established by BP3MI West Sumatra in
2019, this program represents a public service innovation aimed at addressing the
competency gap among CPMI, particularly regarding foreign language proficiency
and occupational skills demanded by destination countries. The theoretical
framework employed in this study is David C. Korten's (1988) program
implementation model, which evaluates three key dimensions of fit: the program
itself, the implementing organization, and the target group. A qualitative descriptive
approach was adopted, with data gathered through semi-structured in-depth
interviews, documentary analysis, and literature review, utilizing purposive sampling
techniques. Participants included BP3MI West Sumatra officials, BPVP Padang
instructors, current program participants, alumni, and other relevant stakeholders.
Findings reveal that the SiPerantau Program has yet to achieve fully optimal
implementation. In terms of program content, training activities remain
disproportionately centered on foreign language acquisition rather than practical
preparation in destination-country work culture and technical skills. The
implementing organization is constrained by a limited number of instructors and
difficulties in managing digital service infrastructure. Regarding the target group
dimension, the program has demonstrated success in reaching its intended
beneficiaries and has contributed to improved participant readiness for overseas
employment, though the distribution of benefits remains uneven. Factors supporting
implementation include a well-defined legal and policy framework, available
resources, effective inter-institutional coordination, and strong commitment from
both implementers and participants. Constraining factors encompass operational
limitations, digital information system challenges, participants' economic
constraints, insufficient family support, and geographic accessibility barriers.
