PENGEMBANGAN SISTEM PEMBELAJARAN DIGITAL BERBASIS HOTS

Abstract

The development of digital technology has driven changes in the learning process and demands innovations that can develop students' higher-order thinking skills (HOTS). HOTS is an important competence that includes the ability to analyze, evaluate, and create as preparation for facing the challenges of the 21st century. This study aims to examine the development of HOTS-based digital learning systems and to identify their characteristics, benefits, and challenges in implementation within the education sector. The study uses a literature review method by analyzing various national and international journal articles, books, as well as relevant scientific documents published during the period 2021–2025. Data collection was carried out through literature searches in various academic databases, while data analysis used content analysis techniques. The results of the study indicate that digital learning systems HOTS-based learning is capable of creating more interactive, flexible, and student-centered learning. The use of Learning Management Systems (LMS), e-learning, web-based learning applications, and interactive e-modules can support the enhancement of critical thinking, creativity, collaboration, and problem-solving skills. The effectiveness of digital learning systems increases even more when combined with learning models such as Problem Based Learning, Project Based Learning, Inquiry Learning, and Discovery Learning. However, its implementation still faces various challenges, such as limited technological infrastructure, low digital competence of educators, and the diverse readiness of students. Therefore, the development of HOTS-based digital learning systems needs to consider technological and pedagogical aspects in balance to support the improvement of sustainable learning quality.
