Abstract

Indonesia, as the world's largest archipelagic state, possesses a maritime identity that has been shaped through centuries of interaction between its people and the sea. However, development policies that have predominantly focused on land-based sectors have weakened maritime awareness and reduced the internalization of maritime cultural values within society. This condition presents significant challenges amid the geopolitical dynamics of the twenty-first century, characterized by the growing strategic importance of the Indo-Pacific region as a center of global economic, political, and security interactions. This study aims to analyze maritime cultural values as the foundation of maritime citizenship identity, examine the role of maritime cultural revitalization in strengthening Indonesia’s maritime citizenship identity, and explore its relevance in addressing twenty-first-century geopolitical challenges. The study employs a qualitative approach using a literature review method through the collection, selection, analysis, and synthesis of relevant scholarly sources, including journal articles, books, policy documents, and research reports. Data were analyzed using content analysis techniques to identify themes, concepts, and relationships among the examined variables. The findings reveal that maritime cultural values, such as courage, solidarity, mutual cooperation, openness to diversity, adaptability, and responsibility for the marine environment, constitute important foundations for the development of maritime citizenship identity. The revitalization of maritime culture through education, strengthening maritime historical awareness, preserving local wisdom, encouraging community participation, and utilizing digital technology contributes to enhancing citizens’ maritime awareness. Furthermore, maritime cultural revitalization has strategic relevance in supporting national resilience, safeguarding maritime sovereignty, and strengthening Indonesia’s position in responding to the geopolitical dynamics of the Indo-Pacific region in the twenty-first century.
