The School Literacy Movement (Gerakan Literasi Sekolah/GLS) is a strategic program launched by the Indonesian Ministry of Education and Culture to cultivate a culture of reading and writing among students. This study aims to analyze the role of the School Literacy Movement in developing reading literacy skills of elementary school (SD/MI) students as a foundation for 21st-century competencies. The research employs a qualitative approach with a literature review method, examining various studies and policy documents related to GLS implementation in elementary education. The findings indicate that GLS implementation through three stages—habituation, development, and learning—significantly contributes to improving students' reading literacy skills. These skills encompass the ability to comprehend, interpret, evaluate, and reflect on texts, which are essential components of 21st-century competencies such as critical thinking, communication, collaboration, and creativity. The study concludes that consistent and structured implementation of GLS, supported by school management, teachers, parents, and the community, plays a vital role in forming competent students who are ready to face global challenges.
