ANALISIS KEPEMIMPINAN DALAM MENINGKATKAN PROFESIONALISME PERSONEL PADA KEPOLISIAN DAERAH SUMATERA BARAT

Abstract

This study aims to analyze the role of leadership in improving personnel professionalism, determine the level of professionalism, and identify supporting and inhibiting factors in the West Sumatra Regional Police. The study employed a descriptive qualitative approach, with data collection techniques including in-depth interviews, observation, and documentation. Informants were selected using a purposive sampling technique involving leaders, police officers, and other relevant parties. The results indicate that leadership plays a strategic role in improving personnel professionalism through its functions as a role model, motivator, director, mentor, and supervisor. The level of personnel professionalism is generally considered good, characterized by discipline, responsibility, and adherence to operational standards, although several aspects still require improvement. Supporting factors include a positive organizational culture, training systems, effective communication, and adequate infrastructure. Meanwhile, inhibiting factors include limited resources, low motivation, and resistance to change. In conclusion, effective and adaptive leadership is essential for improving personnel professionalism to support organizational performance and the quality of public services.
