EFEKTIVITAS PRESENSI ONLINE DAN KEBIJAKAN PERPANJANGAN KONTRAK TERHADAP DISIPLIN ASN DI KABUPATEN TUBAN

Improving the discipline of Civil Servants (ASN) in primary education environments requires the integration of technology-based monitoring and strict regulation. This quantitative study aims to examine the effectiveness of implementing the "Si Jempol" digital attendance application and the enforcement of the Tuban Regent's Circular Letter No. 800.15.3/1283/414.203/2025 regarding the Guidelines for PPPK Contract Extension on the attendance discipline of elementary school ASNs in Tuban Regency. Utilizing an experimental design, this study analyzed secondary data from the attendance recap of 30 ASNs in January 2025 (pre-intervention) and January 2026 (post-intervention). The Shapiro-Wilk prerequisite test indicated that the data were not normally distributed normal (p < 0,001), thereby shifting the hypothesis testing to non-parametric statistics via the Wilcoxon Signed-Rank Test and the Normalized Gain (N-gane) test. The results demonstrated a highly significant difference in attendance rates following the intervention (Z = -4,541; p <0,001). The macro-average attendance percentage jumped massively from 83.10% to 97.50%. The N-Gane analysis yielded a cumulative index of 0.97, placing the effectiveness of this policy in the High category, with 29 out of 30 subjects achieving absolute attendance (100%). Although a minor data anomaly was detected due to personal resistance (subject N42), cumulatively this policy possesses robust driving force. This study concludes that combining a digital ecosystem with administrative sanctions in the form of contract evaluation is a highly effective behavior management formula to enforce the stability of ASNattendance commitment in the education sector.
