KEPEMIMPINAN INSTRUKSIONAL DAN BUDAYA MUTUSEKOLAH: KAJIAN LITERATUR TERHADAP PENINGKATAN KUALITAS PEMBELAJARAN

This study aims to analyze the role of instructional leadership and school quality
culture in improving the quality of learning through a Systematic Literature Review
(SLR) approach. The method used is a qualitative approach with literature study
techniques involving various relevant international journals, books, and scholarly
sources within a specific time frame. Data were collected through processes of
identification, selection, and analysis of articles based on inclusion and exclusion
criteria, and then synthesized thematically to obtain a comprehensive
understanding of the relationships among variables. The results indicate that
instructional leadership has a significant influence on improving teacher
performance, learning effectiveness, and student learning outcomes. On the other
hand, school quality culture has been proven to strengthen commitment to quality
standards, enhance collaboration among teachers, and encourage instructional
innovation. The integration of instructional leadership and quality culture
demonstrates a synergistic relationship in creating an effective, adaptive, and
sustainable learning system. This study concludes that instructional leadership
and school quality culture are two key factors that complement each other in
improving the quality of learning. Therefore, strengthening both aspects
simultaneously becomes an important strategy in efforts to enhance the quality of
education in schools.
