Fenomena migrasi global semakin meningkat seiring konflik bersenjata, krisis iklim, dan ketimpangan ekonomi. Data IOM (2023) menunjukkan terdapat lebih dari 281 juta migran internasional, termasuk 36,4 juta pengungsi. Kondisi ini menimbulkan tantangan serius terhadap pemenuhan hak asasi manusia (HAM), khususnya bagi pengungsi dan pekerja migran. Artikel ini membahas keterkaitan antara krisis pengungsi dan perlindungan pekerja migran dengan menekankan pada instrumen hukum internasional, realitas di lapangan, serta strategi perlindungan. Dengan metode kajian literatur, artikel ini menemukan adanya kesenjangan antara norma HAM internasional dan implementasi di tingkat negara. Diperlukan penguatan instrumen hukum, solidaritas global, serta peran negara asal, negara tujuan, dan masyarakat sipil untuk mewujudkan perlindungan komprehensif bagi migran dan pengungsi.
