ANALISIS KEBIJAKAN PEMERINTAH DALAM PENINGKATKAN MUTU PENDIDIKAN DASAR DI INDONESIA

Abstract

Penelitian ini menganalisis arah dan isi kebijakan pemerintah dalam peningkatan mutu pendidikan dasar di Indonesia. Penelitian ini dilatarbelakangi oleh masih rendahnya kemampuan literasi dan numerasi siswa, ketimpangan mutu pendidikan antarwilayah, serta perbedaan kualitas guru. Dengan menggunakan pendekatan kualitatif dan jenis penelitian kepustakaan, penelitian ini menelaah berbagai regulasi seperti Undang-Undang Sistem Pendidikan Nasional, Peraturan Pemerintah tentang Standar Nasional Pendidikan, serta kebijakan “Merdeka Belajar”. Data dianalisis melalui teknik analisis isi dan deskriptif normatif. Hasil penelitian menunjukkan bahwa pemerintah telah memiliki kerangka kebijakan yang komprehensif dengan dukungan standar isi, proses, dan evaluasi; namun pelaksanaannya masih menghadapi kendala pada aspek kapasitas guru, sarana-prasarana, serta sinkronisasi kebijakan antara pusat dan daerah. Penelitian ini menyimpulkan bahwa evaluasi kebijakan yang berkelanjutan, pengembangan profesionalisme guru, dan pengambilan keputusan berbasis data menjadi kunci keberhasilan peningkatan mutu pendidikan dasar di Indonesia. Penelitian ini berkontribusi dalam memperkuat pemahaman mengenai pentingnya kebijakan pendidikan yang sinergis dan adaptif untuk mencapai pemerataan dan kualitas pendidikan dasar yang berkelanjutan.
