Abstract

Environmental issues have received special attention from various segments of society, as environmental degradation is largely caused by human actions. Therefore, a regulation is needed to shape human attitudes and behaviors, aimed at providing knowledge about environmental issues and understanding environmental values. Surabaya is one of the cities considered capable and successful in implementing various environmental awareness programs, and this success involves the participation of community elements and the Surabaya City Government, through the Environmental Agency (DLH). One of the schools that has implemented an environmentally conscious school culture through the PBLHS Movement is SMP Negeri 47 Surabaya. This research is qualitative with a descriptive approach, focusing on George Edward III's theory, which includes Communication, Resources, Disposition, and Bureaucratic Structure. The research results show that the standards and policy targets have been achieved by SMP Negeri 47 Surabaya, as evidenced by the active participation of the school community in environmental care actions, maintaining cleanliness and the greenness of the school environment, as proven by the numerous types of green plants growing around the school area.
