PERCEPTIONS OF TEACHERS ON THE USE OF HISTORY IN TEACHING MATHEMATICS
02, Author02
Abstract
In this study, we looked into the views of teachers on the use and the extent of their use of mathematics history in the classroom. A total of 72 teachers across the three levels-primary, secondary, and tertiary, from both public and private schools participated in the study. It was found out that there was no significant difference in the perceptions on the use of history of teachers across level but there was a significant difference in the perceptions of teachers depending on whether they came from a private or public school. In terms of the extent of use, teachers, regardless of the level and type of school in which they came from, sometimes use teaching methods which incorporate the history of mathematics.

Analysis of Local Wisdom as Environmental Conservation Strategy in Indonesia
Hasbiah, Astri
Environmental problems as a result of unsustainable development require holistic solution to be solved. One of the solutions is the reimplementation of local wisdom. In the past, people lived in harmony with the environment and almost all ethnic groups in Indonesia have the wisdom to preserve and manage the environment inherited by their ancestors. Local wisdom is invaluable tradition that has influenced people’s attitude and behaviour towards nature. However, this wisdom is abandoned by modern developments. This study aims to analyse the reimplementation of local wisdom as an environmental conservation strategy. Difficulties in learning and using local wisdom practiced in the past are encountered in the reimplementation process. This is due to unavailability of local wisdom official records. Another difficulty is society’s unwillingness to re-implement local wisdom. Local wisdom is considered as outdated by many people. Reimplementation of local wisdom can be conducted through systematic approach in education system, integrated socio cultural approach and consistent government development policies. The re-implementation of local wisdom should be adapted to current times. It should not simply adopt local wisdom in the past as it was because it will not suitable with the present time. Renewal of existing local wisdom can be used by the government to create sustainable development. Environmental conservation should be conducted by considering local situation and condition as Indonesia has a very diverse population and environmental conditions. Keywords: environmental conservation; local wisdom.

Institutionalizing Cultural Funding at the Level of the Local Government in the Philippines
Salazar, Gina S.
The major purpose of the study is to outline how the institutionalization of funding for Culture and the Arts could be operationalized at the Local Government Units (LGUs) in the Philippines to facilitate the sustainability of cultural programs in Philippine localities. More specifically, this study aims to discuss the status of cultural funding in the Philippines and the challenges that beset the LGUs in operationalizing cultural funding at their level. Using the qualitative approach, the study proceeds with the analysis of the status of cultural funding in the Philippines; data are derived by the researcher as a participant-observer during a national training on Culture-based governance participated in by executives and tourism officers from Philippine LGUs. Gender- Responsive Budgeting is presented as a case of an institutionalized mechanism for financing gender concerns in the country, an illustration of the possibility of implementing institutionalized funding for Culture and the Arts at the level of the LGUs. The operationalization of the institutionalization of cultural funding is then outlined; challenges associated with the process of institutionalizing Culture and the Arts funds are analyzed using Thomas Schmitt’s general framework for the analysis of fields of governance; and recommendations are made as to how these challenges are to be confronted by the LGUs. The institutionalization of cultural funding can only be ultimately realized for the LGUs via a Republic Act. A requisite external to institutionalization is the process of reforming mindsets in understanding Culture and its role in human development; and in shifting existing beliefs to the idea that effective Cultural Governance is equivalent to institutionalizing cultural funding at the Philippine LGUs. Media And Cultural Heritage
Hutagalung, Inge
In general, media coverage can have a strong influence on the reputation of a cultural heritage. Media coverage often has an effect on a cultural heritage’s reputation when ‘good’ or ‘bad’ news is reported. This amplifying effect has often been studied through the lens of agenda setting theory. The hypothesis behind the theory is that the frequency with the media report on an issue determines that issues’ salience in the minds of the general public. In other words, the media may not be successful often time in telling people what to think, but it is stunningly successful in telling its readers what to think about. The news media ‘set’ the public agenda.Since people cannot possibly attend no to every little detail about the cultural heritage around them, setting in communication is important because it helps shape the perspectives through which people see all cultural heritage in the world. In generating good news coverage about a cultural heritage, communicating with the media is one of important activities that should be maintained between communication professionals (in cultural heritage) with journalists. Rachman, Indriyani
Toru, Matsumoto
Yustiani, Yonik Meilawati
The environmental conditions in Indonesia, especially those in the urban areas, have experienced very severe quality degradation. From the aspect of culture, the Indonesia people have inherited customs and traditions on preservation of their nature and environment. Tradition and cultures including values are usually transferred from parents to their children. In this research, a survey was conducted to investigate the influence of parents’ behavior on the children knowledge on the environmental preservation awareness. Respondents were selected from several elementary school students located near Cikapundung River, Bandung-Indonesia. Questionnaires were distributed to explore on how the students preserve the river located near their school. The research showed that the behavior ofthe parents had a weak positive correlation to the knowledge of the child in maintaining the environment, with the determination coefficient of 0.3. Local traditions or wisdom which tend to appreciate nature and environment have also been faded. As much as 46 percent of respondent believe that wastewater can be discharged directly to the river. This research result also conclude that not only the children’s environmental awareness that need to be increased, but their parents’ through official environmental education at school and upholding the local wisdoms in the community. With the involvement of other key stakeholders, the environmental education and the preservation of the local wisdom then can be maintained in the future. Value Creation on CRM: Evidence of Employee Competence in Bird’s Group Serviced Apartments in Indonesia
Nawangwulan, Irma M
Sawirin, Josephine P.
Anantadjaya, Samuel PD
With the fast-pace growth on apartment buildings in major cities in Indonesia, it is interesting to investigate the underlying reasons behind such high growth rates. Relying on the perspective of employee competence and prevailing activities on customer relationship management (CRM), this study intends to investigate the degree on influential factors toward organizational value creation for Bird Group, as the owner/manager of a few service apartments in the city of Bandung, in the province of Jawa Barat, Indonesia. It has become a public knowledge that any potential improvements on employee competence should generally impact the employee performance in carrying their tasks and responsibilities. Improvements on employee performance are expected to bring about enhancements on the combinations of CRM activities. The betterment in CRM activities may likely inspire public to step-up their buying intentions (BI) toward products/services. This may be true as the general level of customer satisfaction has increased. Undoubtedly, the higher BI is expected to push-up the organizational value creation. Having said that, it is uncertain whether or not such relationships do occur among those chosen variables in this study. This study relies on a quantitative approach to objectively evaluate empirical evidence. Since there are countless theoretical discussions on competence and the needs for employee training/development, this study seeks to investigate the actual significant influence of employee competence toward CRM activities, BI, customer satisfaction and organizational value creation. It is expected that the relationships among variables are positive and significant. In addition to the quantitative approach, a qualitative method is also utilized to extract managerial insights on the relationships among variables/indicators. Keywords: employee competence, CRM, customer satisfaction, buying intention, organizational value creation

WOMEN MIGRANT WORKERS AND SOCIAL PROTECTION SYSTEMS IN THE PHILIPPINES
Wibowo, Purwo Purwowi
Women migrant workers often face a variety of problems in the workplace, for example violence, sexual abuse, rape, extortion, and so on. Social protection systems for women migrant workers in other countries are very important. In the Philippines, there are two social protection systems to improve social welfare for vulnerable populations. Two models of social protection called the health care system and social health insurance. Both social protection systems can be managed, as based on: (1) culture value, (2) to be funded by the financial institutions, (3) implemented freely, (4) the scheme is combined with the national health insurance system, (5) able to create a high quality service. The conditions of women migrant workers are more vulnerable than male workers. So, the social protection for women migrant workers is urgent and need policies to protect them. The Government of the Philippines emphasizes the problems related to the obligation of women migrant workers to have right information and guidance before they leave the country in order to minimize social problems. Finally, social protection, not only in the Philippines, but also cooperation among countries to ptotect women migrant workers by making policy of social protection from local, national, regional, and international level.

Verb Go Combinations in Perspective English Linguistics and Culture: Verb go Combinations; Syntactic; Semantics; Culture.
SETIAWAN NUGRAHA, DEDEN NOVAN
Language and culture are both integral parts of human life. Humans use language to express their feelings, and to communicate to each other. To support the processs of communication language must be able to represent ideas of speakers and be understood by the hearers. Linguistics is the study of languge. The part of linguistics that is concerned with the structure of language is divided into a number of subfields: syntax and semantics. Syntax is the system of rules and categories that underlies sentence formation in human language, meanwhile semantics is the study of meaning in human languge. Because language is such a central feature of being a human, linguistics has connections with many other disciplines in the humanities like culture. Based on Sapir-Whorf Hypothesis (Sapir, 1929); (a). Language influences thought and culture; (b). Language and culture influence each other. This study aims to investigate syntactic categories combined to the verb go and to analyze the meaning of the verb go after being combined with the complements. The data itself is taken from the British National Corpus (BNC). The results of the article indicate that there is a very close relationship between language and culture. That is, culture has a direct effect on language. Language and culture are closely correlated. Based on the analysis, the verb go can be combined with nouns, verbs, adjectives, adverbs, verbs-ing and past participles. In the case of semantic analysis there are two categories of meaning of the verb go combinations: dynamic verb indicates moving away from something or causing something to move or to happen; and stative verb which shows the meaning of steady state with no internal changes or phases. Most of the verb go combinations have generates new meaning, that is idiomatic meaning.

Valera, Elizabeth
Cultural heritage is important to people’s identity and character.Preserving the culture is therefore very important for the future generations. The Tinguians who are the natives of Abra Province have their own culture which is distinct from other Filipino ethnolinguistic groups. Studies on the Tinguians however, show that many of their customs, traditions, practices and beliefs are no longer observed or done. To develop socio-cultural awarenesswhich enhances the pride of the learner’s heritage, language and culture, the Department of Education has institutionalized the Mother Tongue-Based Multilingual Education as its fundamental educational policy and program. This study which is a qualitative research aimed to determine how the program helps in the preservation of the Tinguian culture. The interview guide was used to gather data from the teachers, and officials of the selected public schools in Tinguian communities where the program was piloted. These were complemented by the observations of the researchers when they visited the schools. Based on the findings of the study, the first language or mother tongue of the learners is Ilocano thus the medium of instruction for kindergarten to Grade 3 is Ilocano; some of the teachers are not Tinguians and cannot speak the dialect; there is no working orthography of the Tinguian dialects; there are no available teachers guide, reading and instructional materialsin Tinguian; many of the learners whose parents are Tinguians speak Ilocano with their friends and classmates.

It depends on what product and availability of the raw materials on how long it takes to finish. Gaddangs produce other products like cellphone cases, pen holder and bags. With the use of other resources like carabao horns, wild pig fangs, chicken feathers and kugon grass are also utilized, but other resources like fabric, beads and cotton threads are bought outside their community. They still have their beliefs, and colors they use are dominantly red inorder for them to be distinguished among others. They use quality threads inorder to maintain the best quality they have. And with just a little profit they gain, it is use to supplement their needs like foods, and other school finances for their children. And preserving this culture through this way, it will be of great benefit for the Gaddangs.

HERITAGE MANAGEMENT: THE CASE OF TWO BAROQUE CHURCHES IN ILOCOS REGION, PHILIPPINES
Lamarca, Ferdinand Jermice
Four Baroque Roman Catholic churches constructed between the 16th and the 18th centuries during the Spanish period of the Philippines are inscribed in the UNESCO World Heritage List. Two of them are assessed in this study. Generally, the paper aimed to assess the management of the two baroque churches in Region I, Philippines, to wit: the Paoay Church and and Sta. Maria Church. Specifically, it sought to 1) identify the reason for their inscription; 2) discuss the laws and ordinances that provide for the protection and conservation of these sites; 3) discuss how the protection and conservation of these sites are administered; and 4) and determine the extent of the compliance by these sites of the requirements of protection and conservation.
There are laws, international and national as well as ordinances passed at the local levels to provide protection and preservation of the heritage sites.
The Paoay Church is managed by the following groups, to wit: 1) Paoay Church Restoration Task Force; 2) Municipal Government; 3) Homeowners Association within the Heritage District; and 4) Other NGOs. The Sta. Maria Church, on the other hand, is managed by the different groups that comprise the Sta. Maria Heritage District Council.
As conclusions, there are adequate laws to protect the heritage sites. But some provisions are not strictly enforced. The LGUs are very supportive. However, their participation, particularly in Sta. Maria is constrained by lack of funds. Parish priests play a very significant role in the preservation of these churches. Their competence or enlightenment on conservation efforts would spell their success or failure.

ENDURING CLIMATE CHANGE AND FOOD INSECURITY THROUGH CHARCOAL PRODUCTION: A POVERTY COPING STRATEGY OF RELUCTANTINDIGENOUS WOMEN IN THE PHILIPPINES: Occidental Mindoro; Hanunuo; Ratagnon Mangyans; livelihood options
Lumbo, Susanita G.
This case study looked into the Philippines’ indigenous women’s understanding of charcoal production and its connection to climate change. This specifically determined their level of knowledge of and attitude towards climate change and perception on the effects of climate change on health, livelihood, and environment.
The study employed triangulation method consisting of household interview, field observation, and key informant interview. Twenty-four women belonging to Hanunuo and Ratagnon Mangyan tribes served as participants of the study. They were fairly young, married, lowly educated, and had bigger households. Their primary sources of income included slash-and-burn farming and charcoal making. Their monthly family income fell below the poverty threshold.
The women were reluctant charcoal makers pushed to the limits due to lack of economic options. They had “very high” knowledge about climate change but had “neutral” attitude towards it. They agreed charcoal production contributes to climate change. They already felt the phenomenon’s manifest effects on their health, livelihood, and environment. However, they needed to endure these while they cope with poverty and food insecurity. They lamented charcoal production is their only available option for their survival as upland farming is no longer viable. They hoped they can avail of livelihood options, which do not entail extraction of natural resources.

SURFACING AND DOCUMENTING THE TRADITIONAL GA’DANG DISHES OF BAYOMBONG, NUEVA VIZCAYA AND ITS POTENTIAL AS A CULTURAL TOURISM ELEMENT: Everyday Food; Festive Food; Special Occasions; Food Preparation and Methods; Customary Food Beliefs
Bianca, Niña Mae
This study was undertaken to preserve and promote the traditional Ga’dang dishes of Bayombong, Nueva Vizcaya. Interviews were conducted among 20 Ga’dang respondents such as elders, barangay chairman and a researcher last February 2014 to obtain the information needed. Books, municipal records, Internet sources and barangay files were also compiled. From the general findings of the study, the following conclusions were drawn: (1) Their traditional dishes can be classified according to everyday and festive food. Everyday food are the dishes typically prepared such as ininaw, pinaracao, nilabbab, ginataang suso barale, while their festive foods usually prepared during special occasions and gatherings are inandela, laoya, tinuno and pinatarak; (2) The sources of food are rivers and streams where they obtain fish and shellfish. They also till their agricultural lands to grow crops and vegetables. Aside from these, they also practice livestock raising; (3) In terms of food preparation methods and procedures, they practice boiling, grilling, steaming and preserving through drying and salting; (4) They still adhere to their customary food beliefs and practices such as praying before preparing food, sharing of food with neighbors which is their gesture of showing generosity and offering of foods for the departed which is known as atang; (5) The traditional dishes have potentials as cultural tourism element because they are greatly associated with their customs, traditions and beliefs. Although some of their methods of preparation as well as recipes are not indigenous to them, they modified them such that they have developed them as distinctly Ga’dang dishes. In order to preserve and promote the traditional dishes, the younger Ga’dang generation should be taught about them so that they will be able to integrate them in their daily lives.

RURAL LIFE IMAGERY REPRESENTATIONS IN SELECTED FOLK SONGS: rural life imagery; folk song; farmers working in the farm; coffin made out of a sawed-off boat; courtship and exploitation of a woman; socialite mother
Felisilda, Violeta
Pedagogical materials in teaching regional literature are needed in Philippine classrooms. However, the number of studies on regional literature that students and teachers can make use of is very limited. To cater to such academic demand, this study selected four folk songs of Southern Leyte, Philippines to determine the rural life imagery that they portray.
The formalism approach in literary analysis was used in this study. The chosen folk songs were “AwitsaBukid” (Song of the Mountain), “Barutu” (Boat), “Alibangbang” (Butterfly), and “May BalayGamaysaBungtud” (There Was a Hut on the Hill). The textual translation of the lyrics of the folk songs followed the Phonology-Orthography Correspondence: Sound-Letter System on pedagogic grammar for Cebuano Visayan. Coding and triangulation were applied to the data.
The findings revealed that the selected folk songs of Southern Leyte had the following rural life imagery representations: “AwitsaBukid” (Song of the Mountain) - farmers working to attain a good harvest, “Barutu” (Boat) - a coffin made out of a sawed-off boat and funeral activities, “Alibangbang” (Butterfly) - a man courting and exploiting a woman then leaving her for another woman, “May BalayGamaysaBungtud” (There Was a Hut on the Hill) - a socialite mother living in a shanty on a hill.
The literary analysis showed that the selected folk songs of Southern Leyte have representations of rural life imagery.

CONFLICT OF LAWS IN MALAYSIAN PLURALISTIC SOCIETY: AN EXAMPLE OF ANTINOMY OF LAW IN A DUAL SYSTEM
Ahmad, Rusniah
Dual System, Family Law, Legal Antinomy, Pluralism, Syariah Court
Malaysia has a complex legal history with a multiracial society in place after the end of British colonization. Its multi-religious presence is another reflection provided in Article 3 of the Malaysian Federal Constitution, “Islam is the religion of the Federation, but other religions may be practiced in peace and harmony in any part of the Federation”. The legal system is clearly expressed in its adoption of the constitutional supremacy doctrine and the existence of the three main branches of government with a federal system of government. In so far as family law is concerned the legal system has accommodated this form by acknowledging the unwritten sources of customary laws of the various ethnic communities. However, this accommodation to realized freedom of religion has resulted in a dual system of Family Law. A set of laws and courts for the Muslims and another for the non-Muslims. It was believed that this will not be problematic since the arrangement catered for the rights of all. As Malaysian society become intertwined this arrangement may not be so easy after all. The dual family law has caused conflicting issues to arise especially in divorce proceedings and child custody battles for couples of different ethnic (and religious) groups. This is an antinomy in a pluralistic society with a dual legal system. The values that have been developed and accepted are instill among Malaysians that everyone has the right to enjoy fundamental liberties and freedom afforded by the Federal Constitution and respect is given to all to choose their own faiths and way of life in accordance with the law. This is a challenge not only for the government authorities but to the legal fraternities and judiciary in deriving acceptance and conformity on the legal compliance of all parties concerned.

TRANSPLANTING MEDIATION INTO INDONESIAN CIVIL JUDICIAL SYSTEM
Benny, Riyanto
Hapsari, Tunjung
Dewi, Nurul
Keywords: Transplantation, mediation, civil judicial system, Indonesia.
Mediation which has been integrated to court since 2003, was the result of transplantation from the United States of America with a low rate of success. If it is evaluated with the law of the non-transferable law by Robert B. Seidman, the rule of law derived from a country which is formed based on its socio-cultural condition cannot be automatically applied to a certain group of people living with a different socio-cultural awareness. The objective of the research is to find a suitable mediation concept to be applied in civil case litigation and to find out factors influencing the less-successful court connected mediation in Indonesia. This is a qualitative research using socio legal approach. Primary data obtained through interviews, secondary data obtained through document review. Based on qualitative analysis, it is found out that the suitable mediation concept applied in civil case litigation was repositioned as one of requirements to file a suit. Factors influencing less-successful court connected mediation in Indonesia are law and legislation, law enforcement officers, facilities and infrastructure, society and culture.

Violence against wives is the most common form of violence against women reported in Indonesia. Understanding the definition of violence against wives is one of first steps to address the problem given that recognition about what constitutes violent behaviors has an influence on how society responds to victims and perpetrators.
The study described and examined factors associated with the attitudes of Muslim undergraduate social welfare students toward definitions of violence against wives using socio-demographic and socio-cultural perspectives. Samples were selected non-randomly using convenience sampling techniques. Data were collected through a self-administered survey taken by 275 students in the social welfare department of two separate universities located in the provinces of Yogyakarta and East Java late 2016. Data was analyzed using hierarchical regressions techniques.
The study found that students generally reported stronger agreement to viewing physical violence as a form of violence against wives. On the contrary, they were less likely to view non-physical violence as violent behavior. Gender, attitudes toward gender roles, and type of university were found to be associated with attitudes toward the definition of violence against wives. Implications from the findings were discussed, taking into account the roles of educational institutions in shaping the students’ attitudes.

Children with Disabilities
Social support from family and the environment is one of the important variables that can support the development of children with disabilities. The purposes of the research are to know, understand and analyze; (1) social support received by children with disabilities from the family and the child's environment before the implamentation of the model; (2) design and implementation of the family and environmental social support development model; (3) social support received by child with disabity from the family and the environment of the child after the implementation of the model. This action research has involved 21 informants, consists of eight mothers, three fathers, eight children, one aunt and one grandmother. Data collection techniques are through in-depth interviews, focus group discussions, participatory observation and documentation study. The research results show that social support before the implementation of model from family and the environment already exists but is still very minimum. After implementation of the model, social support from the family increased in all aspects of social support, they are: in the aspects of instrumental support, informational support, emotional support, self-esteem support, and support from the surrounding environment. The process of action research involved the active participation of informants to engage in social support development models through social work activities at micro, mezzo and macro scope. Indonesia which has a social capital in the form of a strong sense of kinship, it becomes the basis of model development. Involving the family and the environment directly in developed model, it is result more optimal social support system that can be provided to their children with disabilities.

This research aims to undergo preliminary study on the current condition of Saint Vincent de Ferrer Church of Dupax del Sur, Nueva Vizcaya. It exposes its present status in terms of architectural and structural elements carried out through qualitative and case analysis methods. It also aims to provide awareness regarding its cultural significance to the surrounding community particularly the Isinay minority group and the locals of Nueva Vizcaya. It is also in this research that the researchers highlighted the deteriorating structural and architectural conditions of the church as well as the negative and irreversible impact of uncontrolled and improper restoration works to a cultural treasure such as the church - most of them undertaken by persons that do not possess any qualification or knowledge on restoration and conservation. It also provides an inventory of potential hazards to the people particularly to the congregation when the Church’s deteriorating structural and architectural components are not properly repaired and restored. With this, the researchers highly recommended conservation and restoration of the church and its support structures before elements of nature and man can wipe them out of sight.

Sablot (Litsea Glutinosa), Lour Rob., in the Continuing Preservation and Conservation of the Cultural Heritage of Ilocos (Philippines): A Historic and Technical Approach: -
Esguerra, Norma A.
Abstract
Materials science and engineering improves crude tools and gadgets and enhances the productivity, effectiveness and efficiency of men. To do this, it discovers new sources of materials, Improves operations and performances at lower costs.
This study aimed to promote the use of sablot in the conservation and preservation of the heritage structures of Ilocos, Philippines, and to demonstrate the structural feasibility of sablot paste as cement substitute. Interviews with selected senior citizens knowledgeable of the construction methods were conducted to determine the proportion of the aggregates and the sablot paste. From the interviews, samples were constructed to replicate the proportion original formulation of the sablot paste and aggregates.
Records show that the churches of Ilocos were constructed earlier than the recorded date of invention of cement which was introduced to the world in 1824 by Joseph Aspdin, an English inventor. Indigenous materials were used for the construction of said Ilocos structures, like coral bricks made of sticky clay and molasses mixed with leaves and trunks of a tree called “sablot” soaked in water were used instead of cement. This fact then necessitates that in the preservation and conservation of the heritage structures, the original set of materials be used, thus, the need to replicate the mixtures done by the forefathers.
This research compares the strength of original mixtures vis-à-vis the present-day set of reconstituted materials against that of cement, which invite a highly feasible “genuine” preservation and conservation procedure for the aging structures, instead of using modern methods.
Keywords: Sablot, sablot paste, preservation, conservation, heritage
Introduction
Consciously or not, humans have to attribute their present convenience and progress from products, processes and inventions. It is materials science, also commonly known as materials science and engineering, that is responsible in improving crude tools and gadgets into things that would enhance the productivity, effectiveness and efficiency of mankind. Material science is an interdisciplinary field which deals with the study of matter and their properties well as the discovery and design of new materials. This relatively new scientific field involves studying materials through the materials paradigm (synthesis, structure, properties and performance). (http://www.wikepedia.en).
On December 21, 1999, Vigan, then the capital town of Ilocos Sur, became a UNESCO-inscribed heritage site. As such, the local government has to preserve and conserve its culture which is composed of tradition, as well as its existing structures by virtue of a Memorandum of Agreement with the Government of the Republic of the Philippines, through the Department of Tourism, and the Government of Spain, through the Agencia Española Cooperacion Internacional, the . Presidential Commission for the Restoration, Conversion and Preservation of the Vigan Heritage Village. (http://tawidnewsmag.com/, by Tawid News Team, February 26, 2007)
The need to preserve and conserve applies to the built environment- the houses, the monuments, the churches, and all other constructs which reveal the culture and history of Vigan’s rich and glorious past. However, the act of preservation and conservation may be done using the materials of today’s technology, or by the same materials present before. If today’s technology will be used, the method of preservation and conservation shall be with the use of cement with its sand and gravel combination for dilapidated brick walls, and similar items. If the genuine preservation and conservation shall be adopted, then, the original material make-up of the structures should be used, which were sablot ((Litsea Glutinosa), molasses and lime, to paste bricks together.
This study desires to offer a genuine act of preservation and conservation by using the original binder of bricks, sand and lime; the sablot. The role of sablot , through a historic and technical approach, should be appreciated as it has once shaped the cultural heritage of Ilocandia, buried in its antique, baroque churches and structures. This study also aims to substantiate binding characteristics of sablot unexplained by the forefathers through initial, experimental studies to perpetuate its legacy in the conservation and preservation of the cultural heritage of Ilocandia, the land of frugal and caring Ilokanos of Northern Philippines
Literature Review
The researcher used the historical and experimental methods of research to undertake the study.
The historical type of research was used to recount the use of sablot (Litsea glutinosa) when it was used as binder for bricks and as a plaster to cover the brick surface over the centuries prior to the cement age. It was presented through documentation and interview to capture the cultural essence of the indigenous material.
The technical approach to this research utilized the conduct of experiments to reconstitute the sablot paste based from the interviews with senior Ilokano citizens. Through this, the researcher could formulate a first hand experience with the sablot paste described from the interviews.
Three (3) samples with sablot paste were extracted from a demolished antique fence. Their strength, measured by the ultimate compressive stress, fc’ were compared with the ultimate compressive strength of hollow blocks today.
Three (3) cylindrical concrete samples, 6” in diameter, 12” long, were prepared to compare how sablot fares with the same size as the concrete cylinders. The sablot samples, aside from comparing their strength with concrete, were also intended to determine the effect of the length of soaking time on their strength: five (5) samples (Group A) with the sablot paste three (3) days old, and five (5) samples (Group B) with the sablot paste six (6) days old. The age of the sablot paste is the duration of its soaking time in water.
Results and Discussion
The procedures discussed earlier yielded the following findings:
3.1. The Historical Approach
Paoay Church
The Paoay Church is one testimony of the use of sablot as binder. Started in 1704, and inaugurated in 1896 (192 years in the making), the Spanish friars supervised the construction. (Vigan museum).
Sta. Maria Parish Church
Msgr. Roque Reyes, Parish Priest of the St. Paul Parish, Vigan City, Ilocos Sur during the conduct of this research, and Archdiocesan Curator of Nueva Segovia, also attested that the sablot leaves soaked in water develop a sticky substance that blends well with the aggregates for grouting and plastering. He has witnessed the sablot paste in the repair of the Sta. Maria Church where he was once the parish priest. The Sta Maria church is one of UNESCO’s enlisted World Heritage Sites - a baroque church. He further attested that twenty one (21) churches of Ilocos Sur were built using the sablot as binder.
In the same interview with Mgsr. Reyes, the parish priest of Vigan during the conduct of this study, he claimed to have witnessed the repair of Sta. Maria church where was also a
parish priest. According to him, the binding capability of sablot reveals that the soaking period would take 3 to 7 days in big earthen jars at 5-8 cu ft capacity (burnays in Iloko). The leaves were stored inside the jars, half-filled with water. The sablot solution would be taken out from the burnays to mix with the sand and lime aggregates. A proportion was followed for uniformity: two parts sand, one part lime, 1 part barisangsang, or unprocessed sugar. If not enough, the water component would again be replenished as the original amount in the same duration before it could bind again. This was done for two to three times at most, depending upon the state of the leaves’ decomposition.
Almost all of the churches in Ilocos Sur and Ilocos Norte were built using sablot paste as binder for bricks. Thick masonry walls ranging from 1.0m to 1.5m define the periphery of the structures.
Bantay Parish Church
St. Augustine Church, the Parish Church of Bantay, Ilocos Sur, was constructed in 1590.
Vigan Cathedral and Belltower
According to testimonies of popular local aficionados in preservation and conservation led by Archt Rey Florentino in 2000, he well documented that sablot leaves were used as binder together with lime and the aggregates in the construction of big structures in the Ilocos, including that of the Vigan, the St. Paul Metropolitan Cathedral, in the early 1900š.
San Juan (Ilocos Sur) Parish Church
Some selected senior citizens of Ilocos Sur, confirm that sablot was used in the Ilocos Region as binder in building antique structures, particularly the churches which still stand today. They claim that centuries ago, old Ilocano builders used the solution where sablot leaves were soaked for days stored in old earthen jars called burnays, to bind bricks, sand, sugar and lime for grouting, then in plastering the bricks.
Laoag City Cathedral
Badoc Church
Sinait Parish Church
Indigenous materials were used for the construction. Coral bricks made of sticky clay and molasses mixed with leaves and tree trunks of a tree soaked in water or “sablot” were used instead of cement, granite or adobe stones. The mixture resulted in a sticky fluid which was then combined with lime from ashes of burnt shells. The bricks were pieced together with stucco, the mixture beaten to paste. All the labor was manual. http://www.philippinesmyphilippines.wordpress)
Candon Church
Sarrat Church
Among the antique churches shown, no one of them was constructed earlier than 1824, the year when Joseph Aspdin introduced cement to the world.
3.2. The Technical Approach
The technical approach used the experimental method of research. The composition of the sablot paste so described in the interviews was reconstituted and subjected to compressive strength tests so as to establish some first hand information about the construction material of the 16th century.
In Table 1, three sablot samples were extracted from an old fence, and they represent original sablot mixtures, while the concrete samples represent modern structures.
Table 1: Compressive Stress, Fc’ Values of Samples in MPa, using Sablot and Cement
# Sablot Cement
1 1-3/4”x2-1/2”x6” 4.87 10.51
2 2-3/4”x3-3/4”x6” 11.86 22.12
3 2-3/4”x3-1/2”x7 9.82 10.31
Average 10.89 12.27
The concrete cylinders paired with the debris samples were molded from ungraded mixed aggregates hauled from the riverbanks of Banaoang Santa, Ilocos Sur. This should explain why the compressive stress results were low in contrast to the lowest fc’ used for concrete which is 17 MPa. The use of ungraded mixed aggregates was used to capture country-side construction which usually use ungraded mixed aggregates to make small bungalows or one-storey residential houses.
When the strengths of the samples made of sablot paste were compared to the strength of the concrete samples, a t-value of 0.267 was computed less than the significant value of 0.802, making it not significant. This suggests that the fc’ values of the samples out of sablot paste are as strong as those of cement.
Table 2 shows the strengths in terms of the ultimate compressive stresses of the samples mixed by the 3-day old sablot paste
Table 2. Compressive Strength of Samples with 3 days soaking time (Group A)
Sample # Fc’, MPa (psf)
1 0.81 (16,884.6)
2 0.83 (17,301.5)
3 0.80 (16,676.2)
4 0.78 (16,259.3)
5 0.82 (17,093.0)
Average 0.808 (16,843.0)
Table 3 similarly reveals the strengths measured in terms of the ultimate compressive stress of the samples mixed with 6-day old sablot paste.
Table 3. Compressive Strength of Samples with 6 days soaking time (Group B)
Sample # Fc’, MPa (psf)
1 0.95 (19,802.9)
2 0.90 (18,760.7)
3 0.94 (19,594.5)
4 0.93 (19,386.0)
5 0.91 (18,969.0)
. Ave 0.926 (19,302.7)
The results of the compressive tests show that the samples in Group B resisted relatively higher stresses than those in Group A. Apparently, the length of soaking time affects the strength of the resulting mixture.
The samples of Group B were 244 days old. The sablot paste where the leaves were soaked in clean water was six (6) days old.
When the fc’ values of the two groups of samples using the soaking time of 3 days and 6 days as variable were analyzed, the t-value computed (t = -9.329) was less than the significant value of t at .000. Therefore, the soaking time is significant.
This further suggests that the soaking time affects the strength of the samples. The samples in Group B molded using the sablot paste six (6) days old are stronger than those samples molded with sablot paste three (3) days old. It was observed further during the experiment that in three days time, the leaves soaked in water started to exude white sticky substances called latex. This reaction with water lasted only for seven (7) days, since all the latex are dissolved as the leaves start to disintegrate. The most sticky sablot paste occurred from the 3rd to the 6th day. When mixed with sand and lime the resulting mixture became fluid and plastic, similar in appearance and manageability as the present-day concrete mixture. After the 7th day, the sablot solution loses its binding power.
Economics of the Sablot Paste
A practical financial analysis is hereby conducted to convince the potential taker of this proposed technology. Being affordable and readily available are two of the major considerations in endorsing the sablot to solve housing problems for the rural poor. The proponent came up with the findings presented subsequently. A one square meter wall panel is taken as the subject of comparison. Its thickness is set to be uniform at one inch on both sides, internally and externally. The proportion of the concrete plaster and its area of coverage shall also be the wall coverage of the plaster using sablot as binder. The volume per mix is 0.085 cu.m. The coverage area for this volume of plaster is 1.8 sq.m. The sablot paste contains one part lime and two parts sand, practically yielding the same volume of mixture as the cement plaster and the same coverage of plastered area.
The cement plaster uses an approximate volume of 25-30 liters of water to mix the aggregates for every bag of cement. The same volume of water is also the same volume of sablot solution needed to mix the aggregates in the preparation of the sablot plaster.
By comparing estimates with the cement and sablot plaster, (refer to Table 4) the cement plaster incurs a total expenditure of P 264 for every one square meter of area plastered, while the sablot plaster only incurs a minimum expense of P171.50 for the same area, using current market prices during the conduct of this research.

In view of the findings solicited from the study, the experiments conducted suggest that: a) the sablot paste is as strong as cement within ordinary loadings, b) the age of the sablot paste has a significant effect to its strength.
The Ilocos churches are testimonies of the capability of the sablot solution to bind the construction aggregates used during the pre-cement eras, Therefore, its use could be continued and adopted, to carry on a genuine preservation and conservation of the heritage structures.
Recommendation
There is a need to bring back the sablot to the locality not only of its potential as an alternative to cement but also due to its folkloric importance in the shaping of the Ilocano culture. The construction industry is never complete in itself by the present technology. It should also acknowledge the basic foundation provided by those of the past anchored in the old churches.
More experiments should be conducted to explore more possible uses of sablot as a construction material, e.g. its capability when used to resist moment, or shear. More studies be conducted to hasten its settling and curing time, as well as to formally establish its reaction and bond when mixed with cement. A modern technique of using sablot should be studied to make its use more adoptable.

Mitigation Program, Child Labor
Child workers arean important issue related to the human right for children. The right of a child who works is taken when she works for the parent’s interest. The issue of child workers is not only caused by the child but also by the external factors of herself. Social environment influence has a strong effect to the child’s decision to enter into labor force. To attain such goal, empowerment approach is used based on the assumption that child workersbecome problematic whenshe has no capacity to self-organize (self-organization) and defend her rights and interests. “FROM TANGIBLE SPACE TO INTANGIBLE SPACE“ KANOMAN PALACE AND KACIREBONAN PALACE
Agustina, Ina Helena
Tangible Space, Intangible Space, Kanoman Palace, Kacirebonan Palace
Physical space or called tangible spaces are spaces that can be physically captured by the senses while nonphysical or intangible space is a space that is not caught by the senses. Anthropological research argues that the first 'double built' space is a physical building and the second is a result of interpretation of taste and imagination (Gieryn, in Short, 2015). Kanoman palace and Kacirebonan palace is a palace located in the city of Cirebon. The two palaces not only physically still have the form of a palace building but also still have mystics believed by the community as an integral part of human life. The purpose of this paper is to show tangible space and intangible space in both palaces as part of the meaning of the palace. The method used is the research method of Husserl phenomenology and conducting the review literature from the results of the themes that appear especially space in both palaces. The result shows that these two palaces have different spatial arrangements and different building arrangements but the direction of the northward winds into the sacred position of the palace. The position is related to the position of the tomb of Sunan Gunung Jati as an ancestor and founder of the palace in Cirebon. The position is manifested as intangible space palaces in Cirebon.

THE INTANGIBLE CULTURAL HERITAGE IN SULUK WUJIL: SEMIOTICS ANALYSIS
Setiawan Nugraha, Deden Novan
Intangible Cultural Heritage, Suluk Wujil, Semiotics.
Cultural heritage is a legacy of the past reflect the identity of a group ethnic or nation. Cultural heritage contains not only traditional values but also belief systems. One of intangible cultural heritage is Suluk Wujil. Suluk Wujil begins with the journey of a young man named Wujil who tries to find information about the chosen religion to the deepest secret. During the ten years of his journey, Wujil has not found the true truth about the nature of divinity and the meaning of his existence in the universe even though he has studied various kinds of science and knowledge. This research is in the form of qualitative descriptive with Roland Barthes's semiotics as the main instrument for analyzing data. The identified sign system is interpreted in two stages of significance (language level and myth level). Oriented to the core myths of Sufism, the illustrated rules of Makrifatullah are divided into four categories; the introduction stage (a human being must escape in understanding one's own authenticity in order to reach the highest epistemology in the universe,, search plan (the depth of the heart of a human being is a sacred place where divine nature is buried as the greatest secret (sirru sirr), the practice of reaching Makrifatullah must be totality and continuity through words (qouli), deeds (fi'li), mind (aqli), and heart (qolbu), and reflection of application (awareness of tolerance among fellow creatures (habluminannas) as the result of perfect understanding of the reality of divinity (habluminallah).

This study uses a qualitative and quantitative approach. The results of the study indicate that the company has implemented an online promotion strategy such as web promotion with the CPC system, price discounts, social networking systems, smartphone applications, and online group discussions. Actors who play a main role in the company when making strategic decisions are directors, marketing managers, and IT departments. The marketing strategy of the company purposes to increase sales, consumers' awareness, competition, and information dissemination. AHP results show that alternative strategies for the progress of the company, based on priority ranking, are markets, search engine optimization, web advertising, and direct mail. culture
This research delves into a poverty alleviating way of life of the Ilocanoes- the Tagnawa System. This practice is the coming together of men and women around the neighborhood to help one another during times requiring voluminous work, without thinking monetary remuneration in return. It identified the segment of population that had been practicing it and the occasions in their life as a community that have made this system very fructifying. Data gathering was done through interview with senior citizens in the locality, and reinforced through readings and internet blogs.
The tagnawa system was practiced among the Ilocanoes’ of yesteryears: a) on various farming activities, b) on special events like weddings or burials, and c) for house construction, renovation and repair.
Focusing on the interview with senior citizens who experienced these three occasions, the researcher was able to identify and appreciate innate Ilocano values and original Iloko terms which are already seldom used nowadays. This research tries to revive their use for the present generation to ponder upon.
Indeed, Ilocandia is a place where conscientious people once lived. Let it be forever!

PUBLIC GOVERNANCE CAPACITY IN THE ACCOUNTABILITY OF VILLAGE-OWNED ENTERPRISE MANAGEMENT IN INDONESIA
Kurniasih, Denok
Setyoko, Paulus Israwan
Accountability, local wisdom, public governance capacity, stakeholders, Village-Owned Enterprise
The Indonesian Government has encouraged the development of village-owned business as an alternative utilization of village transfer fund. The trust of the Indonesian government in the village government has been seen from the transfer of funds given to the village. This fund aims to develop their village. Building village-owned business should certainly be counterbalanced with a public accountability mechanism. This research aims at describing the capacity of public governance in the accountability system performed by public sector organization. This research also explores public capacity in supporting the accountability of BUMDes management from a cultural perspective. Village communities have distinct characteristics where not all systems can operate without local wisdom. This research employs both quantitative and qualitative approaches and use questionnaire and interview guide as its instruments. This research is conducted in Banyumas and takes 41 village business units and informants consisting of village business manager, village official and villager elements as the samples. The data and information are analyzed using quantitative descriptive analysis method with support of information analyzed using interactive analysis method. The research results show that public governance capacity in the accountability of village business management is still low. The opportunity of stakeholders’s involvement in public accountability system is not yet created by public organization. This is due to the strong patrenalistic culture among Indonesian society. The village community tends to give full trust and to the village government, especially the village head. This kind of patrenalistic culture opens opportunities for not optimal accountability horizontally. Consequently, the accountability only applies vertically. This research suggests improving the capacity of public governance in the accountability system of village-owned business management through optimizing stakeholders’ role in the accountability of Village-Owned Enterprise’s management.
Keywords: Accountability, local wisdom, public governance capacity, stakeholders, Village-Owned Enterprise.

HUMAN RIGHTS IN THE PERSPECTIVE OF ADAT LAW
Sepranadja, Sepranadja
Human Rights Violations, Criminal Justice System, Justice.
The establishment of Law Number 26 of 2000 concerning the Human Rights Court aims to deal with human rights violations in Indonesia to protect human rights. However, in practice the handling of human rights violations always creates differences of opinion between institutions / human rights enforcement apparatuses, both the National Human Rights Commission, the Public Prosecutor and the competent authorities in addressing human rights violations that occur in Indonesia, which can be seen from the process of several human rights violations from the process investigation. Based on these problems, conducted a descriptive analytical study using a normative juridical approach, namely testing and reviewing secondary data with the library research stage and field studies, then the data were analyzed by qualitative juridical analysis. The results of the study indicate that the concept of handling human rights violations based on the principle of justice through the criminal justice system in Indonesia is carried out by the integrated criminal justice system. That in order to integrate the criminal justice system, one of them is by providing full authority to the National Human Rights Commission in handling cases of human rights violations both at the stage of investigation, investigation and prosecution.

Sundanese local wisdom is the values resulting from the wisdom of the Sundanese people in carrying out their lives as people, rishis and kings. The kings of Sundanese at that time in leading were guided by the characteristics a leader must have written in the ancient Sanghyang Siksakandang Karesian script. Method using the literature review method by analyzing the literature on Sundanese leadership in the past and in the present. The results of data analysis from several journals discuss Sundanese local wisdom in leadership issues based on the ancient Siksakandang Karesian text, which explains that Sundanese leadership is guided by parigeuing. The figure of an ideal leader must stick to the astaguna principle of "eight wisdoms", so that his leadership is harmonious, good, and harmonious. The eight wisdoms as stated by Darsa (1998) are as follows: Animan (gentle), Ahiman (firm), Mahiman (broad-minded, Lagiman (agile / nimble / skilled), Prapti (right on target), Prakamya (tenacious / diligent) , Isitwa (honest), Wasitwa (open to criticism) This Sundanese leadership figure has weaknesses, because openness and admiration are one of the obstacles that make it difficult for Sundanese people to compete at the national level with Javanese ethnicities.

COMMUNITY SERVICE IMPOSED UPON THE CONVICTED CORRUPTOR IN ACTUALIZING LOCAL WISDOM AS CULTURAL HERITAGE
Asri Yustia, Dewi

Ludiana, Tia
Inmates Intervention Program, Corruption, Community service sanction
Optimizing social work crime for convicted corruption is interpreted as an effort to provide positive value to the community in addition to reducing the burden on the state, both the burden of costs incurred by the state in fostering convicts and the burden of coaching, because the convicted person has more specific competencies both in the scientific field, authority as well as in other fields compared to the competency of the guiding apparatus without intending to play down the capabilities of the coaching apparatus, besides the security burden that must be carried out by the state, because given the provision of criminal work, the obligation to carry out criminal offenses is transferred to convicts not to the state , and the benefits felt not only for the country but also for the people ,because the competency of the perpetrators can be useful, and it becomes a legal effort in actualizing local wisdom, because the sanctions applied are more concentrated on the needs of the community and community-based coaching, and prison is no longer the only coaching institution for perpetrators of corruption, so It is expected that the recommendations for the renewal of the Criminal Code and the Corruption Law can achieve the goal of punishment, namely providing deterrence for perpetrators and also providing positive benefits for the community while reducing the burden on the state.

This research is aiming to find the factors of Indonesian online banking usage using Technology Acceptance Model (TAM). This was a quantitative research, analyzing primary data which are collected using online questionnaire. Total respondents were 202, chosen by purposive and snowball sampling method. Several criterias are used to test the data’s validity and reliability. Hypothesis testing is done by using structural equation model, starting from perceived ease of use as independent variable, followed by perceived usefulness, attitude towards use and behavioral intention to use as mediating variables, and actual system usage as dependent variable. The result shows perceived ease of use significantly influences perceived usefulness and attitude towards use. Perceived usefulness significantly influences attitude towards use, but does not significantly influence behavioral intention to use. Attitude towards use significantly influences behavioral intention to use. Lastly, behavioral intention to use significantly influences actual system usage. So, it can be concluded that the TAM can be used to analyze the Indonesian online banking usage. This research is the first research, applying an original TAM on Indonesian online banking usage using SEM.

authoethnography, Indonesian academic returnee, and reverse culture shock
In this article, we use an autoethnography approach to reflect on our emotional experiences of re-integrating in academic community in two different universities. We start to explore our experience of implementing new knowledge in teaching and researching, demonstrating how we as junior lecturers often making confrontations with the ‘conventional’ and ‘traditional’ sounded educational system which have been practiced by senior colleagues. In this sense, there has been a conflictual emotion which we should address, utilizing our new knowledge or returning back to the existing norms. Whilst exploring our experiences of dealing with conflictual emotional beliefs, we also examine issue such as identity construction as being an academic returnee responding to the confrontation in academic environment. This study results may resonate the concrete condition of academic returnees re-integrating to their academic milieu in other part of the countries.

Land-Use of Customary Land.
Human need for land has influenced land use behavior and is an acute problem in many regions. Many areas have changed their original function in order to sustain human life, one of which causes forests to be converted into settlements, plantation and agricultural areas as well as mining areas. However, often the converted land is customary land in the form of forests and not a few that have long been disputed. In the era of independence, the government recognized that customary land belonged to the state. In its implementation, customary land is recognized by the government but its ownership rights are not. The indigenous people are only allowed to manage it. This study aims to categorize solutions that can be used in resolving land-use conflicts over customary lands. This study used the traditional review method with secondary data obtained from appropriate and relevant sources. Customary land is recognized in Indonesian law through UUPA No. 5 of 1960. The highest right to land owned or controlled by community members and its implementation is regulated by customary / village elders called ulayat rights, but provided that its existence and implementation still exist. In cases that occur in various countries, there are various kinds of implementation irregularities caused by excessive usage patterns or not according to the main purpose of their use. In Indonesia, irregularities in the implementation of the Law on indigenous peoples to manage their land are often found. Even some government policies are still detrimental to society. Therefore, in resolving customary land conflicts, one must look at various angles and see the history of disputed land, and can refer to several cases that have occurred in other countries. The categorization of land-use conflict solutions can be viewed from the point of view of the resolution process, the distribution of use of customary land use for indigenous peoples in conflict, what changes in land use have occurred according to procedures or not, mapping is needed to avoid vertical conflicts. and horizontally, and the involvement of the disputing parties, as well as based on ownership rights over customary land.

Some suggestions are given to the challenges occurred in their virtual classroom such as, by a) joining the virtual classroom earlier; b) checking the students’ attendance first; c) optimizing the teacher-students interaction during whilst- learning and post learning activity; and d) giving quizzes at the end of the lesson to make the students are more enthusiastic in learning. In this study, it is found that the teacher employed a combination of democratic and leisurely classroom management style. This finding leads to the point where a new style for virtual classroom management called Maye’s Conceptualization Model is proposed.

Anthropology, Balinese Hinduism. Beya Tanem, Death Rituals, Mepasah, Ngaben, Pitra Yadnya, Religious Values,
This paper highlighted the religious values of Balinese Hinduism death rituals in the framework of Anthropology. This research utilized Typological and Content analysis methods to describe the classification of the different burial ceremonies of Balinese Hindus and then analyze its message properties within the literature. Perse, it is apparent that the religious values of Balinese Hinduism death rituals consisted of Pitra Yadnya as its very essence, following the guidance of the Almighty God, Sang Hyang Widhi Wasa. This research concluded that following an Anthropological approach, the Myth of Balinese Hinduism plays a decisive role in constructing the community’s belief system, which is associated with the emergence of diverse forms of rituals. As implementing the rituals focuses on adhering to the Sacred in its relation to the surrounding profane world, it is also clear that Balinese Hinduism death rituals occupy a holistic and cultural relativism position, which is vital in the Anthropological approach.

Harmonization of Sundanese Islamic Values
Seren Taun Tradition
Ciptagelar Traditional Village
The Seren Taun ceremony is a manifestation of the harmony between Islamic religious values and Sundanese culture which is practiced by the people of the Kasepuhan Ciptagelar Traditional Village. Seren Taun means the handover of the past year to the next year as its successor. In the context of the traditional life of the Sundanese cultivators, seren taun is a means to give thanks to God Almighty for all the agricultural products carried out this year, while hoping that their agricultural output will increase in the coming year. More specifically, the seren taun ceremony is an event for handing over crops in the form of rice produced within a year to be stored in the barn or in Sundanese called leuit. Seren Taun is the highlight of all Kasepuhan community activities, such as: Ngaseuk Ceremony, Rice Planting Thanksgiving/Sapang Jadian Pare Ceremony, Thanksgiving Ngidam, Mapag Pare Beukah, Sawenan Ceremony, Thanksgiving Mipit Pare, Nganjaran/Ngaunjuk, Ponggokan. All of these are a series of forms of gratitude for the Ciptagelar community who are Muslim and are manifested in the form of culture.

vocative; universality of languages; sociolinguistics; social relations; code
Sundanese is a local language spoken by ethnic Sundanese Indonesian. Like any other language in the world, Sundanese also has language devices called vocatives to call addresses by speakers in a conversation. This paper explains the vocative, including the forms, which are the level of speech to show the social relations between speakers and addresses. The method used to collect the data is an observation method. The data analysis used is a distributional method with a sociolinguistic approach. From twenty-six data, there are sixteen people-name vocatives and ten family-relation vocatives. Of the sixteen people-name vocatives, six vocatives are in full-nickname form, namely Giri (1), Gilang (1), Lia (3), and Ani (1); and ten vocatives are in partial-nickname form, namely Lang (2) Nit (2), Tir (4), and Put (4). Meanwhile, ten family-relation vocatives consist of nine partial Sundanese-honorific forms, namely Kang (6), Neng (2), and Ceu (1), and one complete Sundanese-honorific form, namely Si Aa. Furthermore, from sixteen people-name vocatives, thirteen vocatives are used to show respect to others and three others to show familiar code. Meanwhile, all the family-relation vocatives are used to respect others. Hence, people-name vocatives are used to maintain social relationships on friendships. Meanwhile, family-relation vocatives are used to create new friendships.

HERITAGE MANAGEMENT PROBLEMS OF MEGALITHIC STONES IN GEDEO ZONE, SOUTHERN ETHIOPIA OBSERVATIONS FROM TUTU FELA AND CHELBA TUTUTI SITES
Ebabey, Tsegaye
Megalithic Stones, Gedeo Zone, Tutu Fela, Chelba Tututi, heritage management problems
Gedeo is the area where Africa’s largest megalithic stone concentration is found. This research aims to assess the heritage management problems of megalithic sites in Gedeo Zone, Ethiopia, with a focus on the Tutu Fella and Chelba Tututi sites. Methodologically, the study employed primary and secondary sources, which were collected through a literature review, field work, and interviews with local informants. The study shows that the megalithic stones have historical, archaeological, symbolical, artistic and commemorative significances which enable the sites to be major source of tourism development in the area. However, these multifaceted collective past memories are subjected to mismanagement activities that have a negative impact on the preservation of the megalithic stones. These problems are associated with the lack of awareness among the local community about the values and the need for the management of the megalithic stones, the expansion of Christianity and the subsequent socio-cultural changes in the area, the mismanagement of the site’s tourism activity, which is not supported by regular and legal means of collection of tourist entrance fees, the weakness of the local culture and tourism offices to employ protection activities for the sites, and the absence of continuous recording and promotion works on these features. The study also recommends the need for creating public platforms to increase the local community’s awareness of the importance of the sites, continuous recording and promotion, the use of legal frameworks to support heritage management and tourism development in the sites, and recognition of the sites as national heritage.

Communication in the world is developing very rapidly, not only limited to voice but data communication. Many techniques have been used to support multimedia services. Radio over Fiber is expected to support communication for long distances. Therefore, a Comparison of Performance Analysis was carried out using optisystem. Radio over Fiber is simulated by radio frequency signals of 10 GHz and 15 GHz. Radio over Fiber technology for long-distance communication is very vulnerable to high BER and attenuation values, so it requires a mature system design and adequate equipment specifications.

Sundanese traditional games, preschool age, children’s development
Preschool age that ranges from three to five years old is considered as a critical period for children’s development in several aspects. This development is highly suggested to be stimulated through activities that can be enjoyed by the children. Starting from this point, this study aims to investigate how Sundanese traditional games can promote the development of children’s cognitive, affective, and psychomotor abilities that are widely recognized as the three crucial learning domains proposed by Bloom (1956). The study that was conducted in Early Childhood Education (PAUD) in Cikaum Subang employed a descriptive qualitative method. The data of this study were taken from questionnaires that were distributed to 92 PAUD teachers as the participants. The study reveals that about 85% of the participants implemented traditional games as one of the teaching methods in their classes. Based on the analysis, it was found that the various types of traditional games employed by singing, guessing riddles, doing role play, and involving physical activities could promote the development of children’s cognitive, affective, and psychomotor capacities in three main ways. Harmonization of Islam-Sunda in the Wuku Taun Tradition in Cikondang Village
Erti Dinihayati
Ade Priangani
Sundanese-Islamic culture, Cikondang traditional village
In the case of Sundanese society and culture, many Sundanese classmates were born and raised in a Sundanese environment, but no longer recognize Sundanese culture, customs and values. They are more familiar with foreign cultures and civilizations. The new civilization has had a huge influence on culture and the state of society. The values that were previously believed were intimidated by the new values. On the one hand, positive things have given birth to knowledge for education, but on the other hand, Sundanese noble values have faded, because of the interests of immigrants.
The clash of values due to evolutionary faults made the Sundanese generation begin to shift. The values and social institutions that were originally considered as Sundanese identity and entities began to be doubted. They feel more valued as 'European humans' in their native form. Even though Sundanese has culture, has customs, has language, the Sundanese should be aware of their nature as Sundanese.
This change has also affected traditional Sundanese villages, which have been persistent in maintaining their traditions. The Sundanese people themselves are no longer familiar with the Traditional Village of Kampung Cikondang in the Bandung area, which so far has been used as a place for preserving Sundanese Customs and Culture.
For this reason, the role of all groups, the government, through policies that are more directed at cultural or cultural considerations rather than purely economic ones, are needed which are detrimental to a cultural development in the policies formulated, so that traditional enclaves such as Kampung Adat can eventually sustainable. While the community can play a role according to their respective abilities. The method used in this research is qualitative, that is used as a research procedure that produces descriptive data in the form ofwritten or spoken words from observable persons.

Empowerment, Tourism Village Development, Culture Based
Villages are now no longer seen as an area that only depends on the regional government, but villages are now self-governing communities where the Village Law states that villages have a function in managing government, village finances, village development, and obtaining facilities. and guidance from the Regency/City government. Building a village is not something easy. Development requires participation from all elements of village society. Village development does not only focus on physical development, but village development also includes economic development and social development. Development in an area or village is an inevitability that must be carried out by regional governments and village governments, one of which is through development that has beneficial value for regional governments, village governments and the community. Developing tourism is the most appropriate step taken by regional governments and village governments where tourism is an important aspect for a country and regional government. With tourism, a country or more specifically the local government where tourist attractions are located provides benefits to the welfare of the community and becomes a source of development costs for government administrators. Empowerment and development of an area or village of course needs to be supported by the entire community, through community empowerment in developing an area. The research method used by researchers is descriptive analysis using a qualitative approach. Qualitative research is scientific research that aims to understand a phenomenon in a social context naturally by embedding a process of in-depth communication interaction between research and the phenomenon being studied. This approach was chosen with the consideration that the nature of research data is able to maintain the integrity of the object, meaning that various data related to research are understood as an integrated unit.

Local Leadership
Ngaruwat Bumi
Traditional Village
Banceuy Subang District
This research explains local leadership communication in the Ngaruwat Bumi tradition in Banceuy Village, Subang Regency. The description of the life of the Banceuy Village community as seen from local leadership based on social position and the social role of the actors in the Banceuy Traditional Village community is important in seeing the course of Ngaruwat Bumi rituals and traditions. This local leadership role is related to religion and belief which is centered on the Tatali Karuhun value system as a legacy of previous ancestral traditions. The myth of Dewi Sri, known as the spiritual figure Nyi Pohaci, was transformed into a rice plant, the staple food of the local community. So rice is considered a holy and sacred plant. This ritual is a way of honoring the existence of Dewi Sri (Goddess of Rice) who has given blessings to the lives of the people of Banceuy Traditional Village by dancing and singing Dewi Sri. The method used in this research is a qualitative method with a qualitative descriptive approach, through observation, literature study and interviews with traditional leaders of the Banceuy Indigenous village using purposive sampling techniques. The research results show that communication and the role of local leadership through the Ngaruwat Bumi ritual in Banceuy Subang Village is a local tradition that emphasizes the importance of ritual in fostering dialogue between humans and nature. This involves various aspects, including verbal, symbolic and social interactions, which aim to maintain and strengthen cultural identity and community values. These rituals also function as mediators of conflict between local residents and external authorities, increasing cultural awareness, environmental conservation, and social life.
